Some watersheds, <br />such as University Lake, are especially vulnerable to <br />Pollution because of shallow depth of the reservoir, small <br />size of the watershed, stormwater travel times or other <br />factors. <br />* 'Therefore we support adding to the proposed rules <br />provisizns that: <br />(1) Where a specific water supply watershed or portion of a <br />watershed needs special water quality protections due to the <br />nature of the watershed area, the reservoir or other facc=s <br />demonstrated in a publicly funded engineering study, the <br />Commission may on a case- by- case basis require and approve <br />specific standards based on such an engineering study by a <br />qualified agency or firm. <br />(2) Any local government(s) whose constituents have a <br />material interest in the use and development of the <br />watershed or the quality of water therefrom shall have <br />standing to apply to the Commission for consideration of <br />special standards for a specific watershed or portion <br />thereof. Preparation and consideration of such standards <br />shall include public meetings or hearing(s) with prior <br />notice to interested parties including property owners as <br />listed in property tax records, and to the general public in <br />the area served by the water supply. <br />* We strongly support restrictions on extending public sewer <br />service in water supply watersheds, except to correct public <br />health emergencies. <br />Recommendation: That the Council adopt the following <br />resolution. <br />A RESOLUTION COM=ING ON PROPOSED STATE -WIDE REGL7LATIONS <br />FOR PROTECTING WATER SUPPLY WATERSBMS (90- 7- 9/R -6) <br />AREAS, many watersheds are the source of public drinking <br />water for citizens outside as well as within the local <br />jurisdiction responsible for regulating watershed <br />development; and <br />wHEpXAs, the policy objectives of a local jurisdiction with <br />planning and development responsibilities for a watershed <br />may differ from the interests of citizens concerned <br />primarily with protecting water quality. <br />WHEREAS ,.in_add.ition,`wa�ershed areas may be within multiple <br />jurisdictio= ; <br />NOW THEREFORE BE IT RESOLVED BY THE CHAPEL HILL TOWN COUNCIL <br />that the Council: <br />* Strongly supports the State government role set forth in <br />House Bill 156. <br />
