Fou <br />Triangle J Council of Governments' Comments <br />The Triangle J Water Resources Committee has drafted <br />comments (attached) following discussions with <br />representatives of the State's watershed advisory councii <br />and with others including..local government, agricultural and <br />property owner interests. <br />However, the Triangle J Council of Governments Board of <br />Delegates will not consider taking action until the Board <br />meeting on July 25th. <br />Key points in the draft Triangle J comments include: <br />* The Statewide rules should set forth water quality goals <br />for each classification, and present water quality should be <br />the basis for assigning classifications. <br />* public sewer systems should be allowed to pass through <br />watershed critical areas to serve other areas and to correct <br />Public health emergencies. <br />* Landfills should be restricted in the same ways as sludge <br />disposal and wastewater treatment plants. <br />* The NC Department of Transportation should be required to <br />assess the effect of and to justify locating any new roads <br />in watershed critical areas. <br />DISCUSSION <br />The attached resolution includes the following points: <br />* As is the case for University Lake and Cane Creek, many <br />watersheds are the source of public drinking water for <br />citizens outside as well as within the local jurisdiction <br />responsible for regulating watershed development. <br />* The policy objectives of _a local jurisdiction with <br />planning and development responsibilities for a watershed <br />may differ from the interests of citizens concerned <br />primarily with protecting water quality. For example, <br />development controls for watershed may affect a local <br />government's expectations regarding its property tax base in <br />the watershed. <br />* In addition, watershed areas may be within multiple <br />jurisductions, as is the case for University Lake and Cane <br />Creek. <br />* Because of conditions including those summarized above, <br />we strongly support the State government role set forth in <br />House Sill 156. <br />* However, we also recognize the need in some individual <br />watersheds for variation from the broad classifications and <br />
