ATTACHMENT 4 <br />79 <br />AGENDA # 9 <br />TO: Mayor and Council <br />FROM: Joyce Brown <br />Julie Andresen <br />Alan Rimer <br />SUBJECT: Comments for August 15 public hearing on proposed <br />Statewide watershed protection regulations <br />DATE: July 9, 1990 <br />Attached for your consideration is a resolution commenting <br />on proposed rules for protecting water supply watersheds. <br />The NC Environmental Management Commission will hold a <br />public hearing at 2 pm on August 15th in Raleigh on the <br />rules as proposed by the NC watershed Protection Advisory <br />Committee and NC Division of Environmental Management staff. <br />We ask the Council's approval of the attached comments for <br />submittal on behalf of the Town at the public hearing. <br />PVj;IMii;�`,J <br />* Under 1989 legislation enacted by the General Assembly, <br />the NC Environmental Management Commission will develop a <br />new system of classifications for public water supply <br />watersheds and regulations for protecting the watersheds. <br />Mayor Avery Upchurch of Raleigh and the Triangle J Council <br />of Governments played a strong role in supporting the need <br />for this legislation in recent years. Mayor Upchurch chairs <br />a watershed Protection Advisory Council created to develop <br />recommendations to the Environmental Management commission. <br />* we believe the key issues in protecting watersheds include <br />limits on impervious surface and development, and <br />restricting the extension of public sewer service in <br />watersheds. <br />* State -wide regulations are needed to establish minimum <br />levels of protection for various categories of watersheds. <br />However, rules developed for State -wide use may not fit the <br />specific needs for some_ watersheds. Some watersheds need <br />more protection than others. <br />The Camp Dreser & McKee (CDM) study clearly indicated the <br />University Lake watershed needs careful protection because <br />of its small size and shallow depth. Camp Dresser & McKee <br />recommended.a 5 -acre mini=ym lot size for University Lake. <br />However, CDM recommended a 2 -acre m.nli= lot size in a <br />recent study of the much larger Lake Michie and Little River <br />watersheds for Durham. <br />
