W <br />K <br />Three watersheds which affect Chapel Hill directly and their proposed <br />classifications are: <br />University Lake -- WS -II <br />Cane Creek -- WS-11 <br />Jordan Lake -- WS -IV <br />On July 9, 1990 the Council adopted a resolution commenting on the <br />proposed regulations requesting that the Environmental Management <br />Commission recognize the need in some individual watersheds for <br />variation from the broad classifications and standards set forth in <br />the proposed rules (please see attachment 3). <br />The rules adopted on December 13, 1990 include a provision that "the <br />Commission may designate water supply watersheds or portions thereof <br />as critical water supply watersheds and impose management <br />requirements that are more stringent than the minimum statewide water <br />supply watershed management requirements.' (15 NCAC 2B.0104(k)). <br />The Camp Dresser and McKee (CDM) study indicated the University Lake <br />watershed needs careful protection because of its small size and <br />shallow depth. On the basis of this study, and subsequent local <br />changes to land use and zoning controls, we suggest it is appropriate <br />to consider a special classification for the University Lake <br />watershed. <br />OWASA has tentatively scheduled a technical study of the Cane Creek <br />Watershed in its FY 1992 -93 long -range Capital Improvements Program. <br />For this reason, we recommend that the Environmental Management <br />Commission consider Cane Creek for the "critical water supply,, <br />classification if considered appropriate after the completion of this <br />study. <br />Recommendation <br />The issues for University Lake and Cane Creek watersheds have <br />received much public scrutiny over the past few years. Requesting the <br />special classification would be consistent with the Council's <br />previous discussions. <br />we propose to prepare a report on the implications of the proposed <br />WS--IV classification for Jordan Lake for Council's consideration in <br />the fall. <br />We recommend that the Council consider submitting comments on the <br />University Lake and Cane Creek watersheds, asking the Commission to <br />use this special provision to designate these areas as "critical <br />water supply watersheds." <br />
