Box 366 <br />Carrboro, NC 27510 <br />(919) 968 -4421 <br />QUARTERLY REPORT TO THE ORANGE COUNTY BOARD OF COMMISSIONERS <br />JUNE 30, 1991 <br />Budget <br />On June 12 the Authority adopted a FY 92 Budget with projected <br />revenues and expenditures of just over $10 million dollars. The <br />Board also approved a 6 percent rate increase, effective November <br />1, that will raise average customer bills less than $2 dollars a <br />month. We will spend more than $3 million dollars next year on <br />capital improvements, including the repair and rehabilitation of <br />major water and sewer lines and the construction of limited <br />recreational facilities at Cane Creek Reservoir. <br />We hope to open Cane Creek for limited recreational use before <br />closing University -Lake for improvements to the dam, scheduled to <br />begin about a year from now. <br />Wastewater Plant Litigation <br />During the past month OWASA successfully resolved the patent <br />challenge to our NUTRIFIED SLUDGE treatment process used at the <br />wastewater plant. As I reported before, this process saves OWASA <br />more than $400,000 a year in chemical costs, while producing very <br />high quality effluent to Morgan Creek and enriched sludge for <br />agricultural use. The financial settlement and royalty <br />arrangements should allow OWASA to recover the substantial legal <br />costs we've incurred defending the patent, and may produce <br />additional income to be used for further research and <br />improvements to the process, or for special purposes such as <br />watershed preservation or Cane Creek recreation. <br />Illegal Dumping in University Lake Watershed <br />During the past several months, OWASA and County staff have <br />collaborated in identifying and correcting several illegal <br />construction dumps in the University Lake watershed. You're <br />probably aware that one of the largest was of our own making, out <br />at the Stone Quarry site on Highway 54. We recently completed <br />An Equal opportunity Employer <br />
