13 <br />Concludina Comments <br />To gain an in -depth understanding of how Anne Arundel County <br />calculated its impact fees and the process by which this was <br />accomplished, I am contacting that jurisdiction for information. <br />Another jurisdiction I am contacting and mentioned frequently in <br />the Nicholas publication and others is Broward County, Florida. <br />Although the information may be helpful in developing a school <br />impact fee for Orange County, we will have to tailor the process <br />and resulting fee to our situation. <br />As we discussed previously, and as mentioned in many <br />publications, the development of a system of impact fees should <br />involve representatives from many interest groups. For a public <br />school impact fee, it would be desirable to have representatives <br />from the school districts, municipalities, Orange County, and the <br />homebuilders association as well as citizens. A suggestion made by <br />the Commissioners regarding the purchase of development rights <br />program may also have application here. The Board suggested that <br />the proposal be presented at township meetings to engender support. <br />Such a strategy might be considered for impact fee proposals. <br />I hope this information serves as a starting point for the <br />discussion and eventual development of a system of impact fees.
