For example, Section 5.1 and Section 6.1 <br />have been revised to identify clearly the employees <br />eligible to receive Vacation Leave and Sick Leave. <br />This is clarification only and does not constitute any <br />change in employee eligibility. <br />Key policy changes are listed below. <br />VACATION LEAVE <br />New Section 5.3.1 - Currently, an employee with past <br />service as a permanent Orange County employee works <br />five years after returning to permanent County <br />employment before receiving credit for past County <br />service. This revision provides that Vacation Leave is <br />earned based on total years of permanent Orange County <br />employment. It eliminates the five year waiting <br />period. <br />New Section 5.4 - Currently Vacation Leave may not <br />accumulate beyond 240 hours. On a monthly basis, any <br />leave in excess of 240 hours is canceled. This <br />revision provides that Vacation Leave may accumulate <br />without maximum until January 31 of each calendar <br />year. On that date any accumulated Vacation Leave in <br />excess of 240 hours is canceled. As stated in new <br />Section 5.8.1, the maximum amount of Vacation Leave <br />paid out on termination continues to be 240 hours. <br />The effect of the change is to provide more flexibility <br />to employees and departments in scheduling Vacation <br />Leave. <br />Current Section 5.12 - This provision has been deleted. <br />It provided that a new employee may not take Vacation <br />Leave during the probationary period except as approved <br />by the Manager, Register of Deeds or Sheriff. As with <br />other Vacation Leave requests, such a leave request <br />still requires the supervisor's approval. <br />SICK LEAVE <br />New Section 6.5 - Currently a new employee with proper <br />approval may transfer up to 15 days Sick Leave from <br />another local government or State agency in North <br />Carolina. This revised section removes the 15 day <br />limit. It provides that Sick Leave may be transferred <br />if such transfer occurs within 12 months of employment <br />with the local government unit or State agency. <br />Such transfer provides a useful recruitment tool <br />because an employee may apply Sick Leave toward <br />retirement service credit. <br />P1 <br />
