3 <br />MINUTES <br />ORANGE COUNTY BOARD�.OF COMMISSIONERS <br />REGULAR MEETING <br />MARCH 20; 1991 <br />The orange County Board of Commissioners met in regular session <br />on Wednesday, March 20, 1991 at 7:30 p.m. iri the Board Room at Lincoln <br />Center, Chapel Hill, North Carolina. <br />y,. ITEMS FOR DECISION - REGULAR AGENDA <br />A. LOCAL LEGISLATION <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Gordon to approve the resolution on spotlighting as stated <br />below: <br />WHEREAS, the Sheriff of Orange County has brought to the <br />attention of the Board of Commissioners the fact that he has received <br />numerous complaints during the 1990 -91 hunting season coming from <br />property owners and citizens about the incidence of unlawful night deer <br />hunting and the great inconvenience to citizens caused by person shining <br />Lights searching for deer; and <br />WHEREAS, members of the Board of County Commissioners have also <br />received such calls; and <br />WHEREAS, the Board of County Commissioners advertised ar., <br />conducted a public hearing on this issue at its regular March 4,_1.991 <br />Commissioners meeting held in Hillsborough, North Carolina; and <br />WHEREAS, these same complaints and concerns were-expressed by <br />citizens attending the public hearing; <br />NOW, THEREFORE, THE BOARD OF COMMISSIONERS FOR THE COUNTY OF <br />ORANGE, PURSUANT TO NORTH CAROLINA GENERAL STATU'T'ES 113- 291.1(e2), <br />ADOPTS THIS RESOLUTION requesting the-North Carolina Wildlife Resources <br />Commission to include orange County among those counties which have the <br />extended period during which th`i <br />e'htientional sweeping of deer areas with <br />lights is prohibited and that the rule prevailing in orange County be <br />changed to prohibit intentional sweeping of deer areas with lights or <br />the - intentional shining of lights on 'deer during the period from one - <br />half hour after sunset until one -half hour before sunrise. <br />VOTE: UNANIMOUS <br />Discussion ensued on the proposed local legislation for the <br />authority to consider a Civil Rights Ordinance. The Board decided to <br />add as number nine this request for enabling legislation. The Attorney <br />will draft the proposed bill for the April Ist Board Meeting at which <br />time a public hearing will-be scheduled. Any amendments made.on that <br />evening will be forwarded to the legislative delegation. <br />Commissioner Gordon made reference to the Impact Tax legislation <br />and asked if there had to be any extra wording for adding municipalities <br />to this legislation. Mr. Gledhill indicated it was okay as written. <br />He has taken the precaution to bring it to the attention of Chapel <br />Hill's legal council. <br />Motion was made by Commissioner Insko, seconded by Chairman Carey <br />to approve the resolution--for local legislation as stated.below: <br />
