This contract will strengthen the understanding between <br />the County and the departments and will underscore the legal and <br />support requirements each party has of the other. Some of the key <br />points of this contract are: <br />• provides for fire prevention and optional first responder <br />services, in addition to fire protection <br />• the County makes quarterly payments to the fire departments <br />based on the appropriation approved by the Board of <br />Commissioners during the budget process <br />• the fire departments maintain minimum equipment, personnel, and <br />insurance rating standards <br />• the fire departments- conduct required training and submit <br />certain required reports <br />• the fire departments provide an annual accounting of how public <br />funds have been spent <br />• the County provides the format and process for departmental <br />budget requests, which are approved by each department's Board <br />of Directors <br />• the fire departments provide current operating procedures, <br />charters, bylaws, and articles of incorporation - these <br />documents meet minimum standards for North Carolina non - profit <br />organizations and provide for opportunities for citizen <br />participation <br />
