13 <br />%_ Presentation by Marvin Collins. <br />During recent months, two representatives <br />from each elected board met to discuss issues <br />and objectives inherent in a cooperative <br />planning and land use agreement. On June 4, <br />1991, the governing boards of Orange County <br />and the Town of Hillsborough met to review a <br />proposal drafted by the work group. A copy <br />of that proposal and a map of the Transition <br />Area and the Water /Sewer Service Area are <br />attachments to these minutes on pages <br />The two boards agreed to the proposal except <br />for locations in the Transition Area. These <br />included: <br />1. The area bounded generally by 1 -40, Old <br />Chapel Hill - Hillsborough Road (Old NC <br />86), NC 86, and the current Transition <br />Area boundary; and <br />2. The area bounded generally by US 70 <br />Bypass, US 70 Business, and Lawrence <br />Road. <br />The Town of Hillsborough wanted those two <br />areas included in the Transition Area. The <br />justification given was that most of that <br />area is presently within the water /sewer <br />service area including the new elementary <br />school and two mobile home parks owned by <br />Roger Dale Stephenson. They have also been <br />working with other developers which would <br />make this a planned area development. He <br />noted that there was less concern of the US <br />70 area. <br />The two boards agreed to resolve these <br />differences, and the Board of Commissioners <br />directed the County Attorney to draw an <br />agreement modeled along the lines of the <br />Orange County - Chapel Hill - Carrboro Joint <br />Planning Agreement. Upon approval of the <br />agreement by the governing boards, the <br />planning boards of the two jurisdictions will <br />be asked to develop appropriate land use <br />plans and development standards for the area. <br />As part of this effort, the planning boards <br />will be asked to explore ways of providing a <br />"buffer" between Hillsborough and Durham. A <br />similar concern was voiced during the <br />presentation of the New Hope Corridor Open <br />Space Master Plan; e.g., the absence of a <br />clear link between New Hope Creek and the Eno <br />
