Develop performance standards and project <br />size thresholds which measure the impact <br />of land development; <br />3. Establish a cooperative planning process <br />involving both boards; <br />4. Identify ways and means of streamlining <br />the development approval process; and <br />S. Establish procedures for conducting <br />predevelopment conferences with <br />prospective business clients. <br />The draft resolution combines #3 and #5 and, <br />if approved, would establish a cooperative <br />planning process which: <br />1. Allows the boards to keep each other <br />informed of pending or proposed <br />development applications, policies, <br />and /or regulations that might have <br />impacts on comprehensive land use <br />planning or economic development <br />activities; and <br />2. Allows the boards the opportunity to <br />offer comments and reactions to each <br />other regarding such applications, <br />policies, and /or regulations. <br />The resolution has been approved by the Joint <br />Planning Board /Economic Development <br />Commission Work Group. The resolution was <br />considered by the EDC at its June 13, 1991 <br />meeting and since there has been no <br />communication from Ted Abernathy it is <br />assumed that it has been approved. <br />Collins reviewed the cooperative planning <br />process and a copy is an attachment to these <br />minutes on pages <br />The Planning Director recommends that the <br />Planning Board approve the resolution and <br />authorize the Chair to sign on behalf of the <br />Board. (A copy of the resolution is an <br />attachment to these minutes on page .) <br />MOTION: Burklin moved approval as recommended by the <br />Planning Director.
