Eidenier continued that it <br />is the desire of the Rural Character Study <br />Committee to meet with and receive public <br />from the citizens in the surrounding area <br />prior to making a recommendation to the Board <br />of County Commissioners. <br />Waddell commented that the water supply for <br />Hillsborough is already insufficient. <br />Eidenier responded that the extension of <br />water is probably based on the purchase of <br />water from Durham. <br />Waddell asked if water and sewer was extended <br />into the transition area would the County or <br />Hillsborough have jurisdiction. Collins <br />responded that it would be a joint planning <br />effort with an agreement similar to the one <br />between Chapel Hill, Carrboro and Orange <br />County. <br />Cantrell asked about the annexation process. <br />Collins responded that a citizen could <br />request annexation by petition and there <br />could be involuntary .annexation. <br />MOTION: Cantrell moved to recommend to the Board of <br />Commissioners to withhold consideration of <br />either of these two areas until they have the <br />opportunity to fully explore the planning <br />concepts, utilities and necessities, and wait <br />for the Rural Character Study Committee <br />recommendation. However, that they explore <br />with Hillsborough how to supply water and <br />sewer to these outlying areas and state that <br />they would be in favor of Hillsborough's <br />providing water and sewer to these areas. <br />Seconded by Reid. <br />Cantrell again stated her support and <br />appreciation for the work of Clint Burklin <br />and the Rural Character Study Committee. <br />She expressed confidence in the in -depth <br />research and recommendations which they had <br />provided. <br />VOTE: 8 in favor. <br />1 opposed (Waddell -- felt that the Staff's <br />recommendation was a sound and considered <br />plan more consistent with the plan. <br />
