8 <br />t Hillsborough into the transition area. <br />Collins stated that the Planning Staff <br />recommendation is that the US 70 area be <br />included as requested by Hillsborough. He <br />continued that the recommendation for the <br />1--40 area be placed on hold. The Planning <br />Board /EDC is looking at that area in the <br />hopes of creating a conceptual development <br />plan similar to the one in process for the <br />Buckhorn Area. The work of that group should <br />be completed before determining if that area <br />is suitable for urban development. Collins <br />continued that Commissioner Carey's schedule <br />proposes that the CPZ agreement be signed on <br />September 17, 1991 which is a month before <br />the PB /EDC work is scheduled to be completed. <br />Eidenier read the following comments from <br />Clint Burklin, chair of the Rural Character <br />Study Committee: <br />The Rose proposal and the extension of water <br />and sewer lines fit the rural character <br />study, however, where they need to be <br />extended is something that is yet to be <br />decided. There are limitations to <br />Hillsborough's water /sewer infrastructure and <br />that the demand of the transition area would <br />be great. The Rural Character Study <br />Committee is considering planned developments <br />and rural villages in almost any direction <br />from Hillsborough, not just in the areas that <br />are outlined on the plan. <br />Eidenier continued that, therefore, Burklin <br />would like for the Planning Board to <br />recommend to the Commissioners that it would <br />be good for the County to Hillsborough about <br />how to supply water and sewer but to wait on <br />where to supply water and sewer. He also <br />felt that the Commissioners should talk to <br />Hillsborough about whether they would be <br />willing to supply water and sewer to rural <br />villages. <br />Reid expressed support of the comments <br />supplied by Burklin. <br />Waddell expressed support for the Planning <br />Staff recommendation. <br />Eidenier noted that Burklin was concerned <br />with an insufficient water supply and the <br />
