A <br />VOTE: <br />Excerpt from Draft 7/15/91 Planning Board Minutes 7 <br />Seconded by Waddell. <br />C <br />Unanimous. <br />AGENDA ITEM #11: PLANNING BOARD ITEMS <br />0 <br />a. Boundaries of Hillsborough Cooperative <br />Planning zone (CPZ) <br />Presentation by Marvin Collins. <br />Collins referred to a map which was included <br />in the agenda packet. (A copy of this map is <br />an attachment to these minutes on page .) <br />In addition to the boundaries of the <br />Transition Areas and the water /sewer service <br />area, the two governing boards also <br />considered some other points of the <br />agreement. One of those points was that the <br />Town would agree not to annex any of those <br />areas shown in the water /sewer service area <br />on the map. Their annexations would be <br />limited to only those areas included in the <br />Transition Areas. The Town agreed that water <br />and sewer extensions within the proposed <br />service area and outside the Transition Area <br />would be made initially in the short term <br />along with the Rural Character Study <br />Committee Strategies. For the longer term, <br />water and sewer extensions would be made in <br />accordance with a Land Use Plan that revolves <br />around a transit corridor concept which would <br />be located along I- 40/1 --85 and the railroad. <br />Collins continued that the two Boards agreed <br />on everything except two areas which should <br />or should not be included in the Hillsborough <br />Transition Area. One area is located on the <br />east side of Hillsborough bounded by Business <br />70, Bypass 70 and Lawrence Road. The other <br />area is south of Hillsborough bounded <br />primarily by I -40 (the Joint Planning Area <br />boundary with Chapel Hill /Carrboro), and New <br />86 and the Transition Area to the north. <br />Collins referred to a letter from <br />Commissioner Carey, (copy an attachment to <br />these minutes on page ), which includes a <br />timeline for the formal agreement. He <br />continued that Commissioner Carey has asked <br />for a recommendation from the Planning Board <br />for the August 5, 1991 Commissioners' meeting <br />whether to include the areas requested by <br />
