A report on area #1 <br />is to be presented to the Board of Commissioners at <br />its October 15, 1991 meeting. <br />The dominant feature in area #2 above is the <br />Occoneechee Golf Course. The area is also <br />characterized by scattered residential development, <br />particularly along U.S. 70 Business. The Land Use <br />Element includes a Rural Neighborhood Activity Node <br />at the intersection of U.S. 70 Bypass and Palmers <br />Grove Church Road. Areas immediately to the south <br />and west of the requested area have already been <br />designated 20 -Year Transition. <br />The two boards agreed to resolve these differences, <br />and the Board of Commissioners indicated it would <br />ask the County Attorney to draw an agreement <br />consistent with the concepts and policies included <br />in the proposal. The Planning Boards of the two <br />jurisdictions would be asked develop appropriate <br />land use plans and development standards for the <br />area. <br />As part of this effort, the Planning Boards will <br />explore ways of providing a "buffer" between <br />Hillsborough and Durham. A similar concern was <br />voiced during the presentation of the New Hope <br />Corridor Open Space Master Plan; e.g., the absence <br />of a clear link between New Hope Creek and the Eno <br />River State Park. The two Planning Boards will also <br />consider adjustments to the boundaries of the <br />Hillsborough Thoroughfare Planning Area. <br />On July 5, 1991, Chairman Carey outlined a time <br />schedule for activities related to the completion of <br />a Cooperative Planning Agreement with Hillsborough. <br />Chairman Carey also asked the Planning Board to <br />prepare a recommendation on whether the two areas <br />( #1 and #2 above) requested by Hillsborough should <br />be included in the Transition Area. <br />At its July 15, 1991 meeting, the Planning Board <br />voted to recommend that neither area be included in <br />the Transition Area at this time. For area #1, the <br />Planning Board felt that a decision should be <br />withheld until the report of the Planning <br />Board /Economic Development Work Group was presented <br />in October. For area #2, the Planning Board <br />felt that a decision should be withheld until the <br />strategies of the Rural Character Study Committee <br />are presented. The strategies will also determine <br />where and in what manner public water and sewer <br />extensions will be made to the proposed "Water and <br />Sewer Service Area" beyond the Transition Area. <br />
