BACKGROUND: The State Cooperative Extension Service periodically renews Memorandums of Understanding with Boards of Commissioners. The Memorandum of Understanding establishes responsibilities and relationships between the State Extension Service and the Board of Commissioners. In May 1985 the Memorandum of Understanding was modified at the request of the Board. Items 4 through 8 under Extension Responsibilities and Relationships were revised to reflect the Board's desire to actively participate in the selection of local extension service personnel. Since 1985 the selection of new personnel and establishment of salary have been done jointly with the State Extension Service. The County Manager has interviewed potential applicants on behalf of the Board. The State Cooperative Extension Service has not requested revisions in the existing Memorandum of Understanding. The existing Memorandum of Understanding has contributed to a stronger partnership between the State Office and County Management. Dr. Clyde Chesney, District Director, Cooperative Extension Service, will be present to answer questions. RECOMMENDATION(S): County Manager recommends approval and renewal of existing Memorandum of Understanding with the North Carolina Cooperative Extension Service and authorize Chair to sign Memorandum of Understanding.
