ORANGE COUNTY C.A.T. PROGRAM <br />VEHICLE LEASE AGREEMENT <br />This agreement entered into this 1st day of July, 1991 <br />by and between the COUNTY OF ORANGE hereinafter referred to as <br />the COUNTY and ORANGE ENTERPRISES, INC. hereinafter referred to as O.E. <br />The purpose of this agreement is to outline the conditions under <br />which the COUNTY OF ORANGE and O.E. will cooperatively provide human <br />service transportation to Orange County's elderly, infirmed, and <br />disadvantaged as a participating member of the C.A.T. (Coordinated <br />Agency Transportation) system. <br />SPECIFIC RESPONSIBILITIES OF THE COUNTY OF ORANGE <br />1. To lease the following identified vehicles or similar size <br />at the hours specified: <br />1984 InterBus (24 pass)- CAT# 1, 6 -8am, 3:30- 6:00pm <br />1985 Chev. Bus (24 pass. /lift)- CAT# 5, 6 -8am, 3:30- 6:00pm <br />1984 Dodge Van (15 pass. /lift)- CAT# 11, 6 -8am, 3:30-- 6:00pm <br />2. To provide all insurance, fuel, maintenance repairs and <br />replacement for each leased vehicle. <br />SPECIFIC RESPONSIBILITIES OF ORANGE ENTERPRISES, INC. <br />1. To reimburse Orange County at the per mile rate of $.35 for a <br />van and $.55 per mile for a mini -bus due 30 days after billling. <br />2. To operate and schedule the use of the leased vehicle(s) on be- <br />half of human service clients and approved groups, according to <br />the Orange County Transportation Board policy and procedures. <br />3. To park all leased vehicles at the CAT parking lot (300 West <br />Tryon St., Hillsborough) when not in use except CAT# 5 to be <br />parked at the OPC Mental Health Center in Chapel Hill. <br />4. To complete all required vehicle operation reports and submit <br />to the Orange County C.A.T. Supervisor in the Department on <br />Aging. <br />5. To establish criteria for client rider eligibility. The criteria <br />is as follows: (1) Availability of seats, (2) Inability of employee <br />to provide own transportation, (3) Where employee lives and his <br />ability to get to pickup point, and (4) Behavior on vehicle. <br />EMERGENCY PROCEDURES. The agreed upon emergency procedures will be as <br />follows: Two -way radios will be installed in each vehicle with the base <br />located at the Department on Aging. In the event of a mechanical <br />emergency, the driver will radio to base for help. In case of a medical <br />emergency, the driver will first radio to 911 for aid and then to the <br />base. Base operator will be responsible for contacting Orange <br />Enterprises, Inc.
