M. C CONCLUSION <br />The inter - relationships and sometimes contradictory questions discussed above will require <br />careful thought as to an ultimate course of action. Local governments will be charged with <br />paying strict attention to detail one level, while not losing sight of the ultimate statewide goal <br />or "big picture" on another level. <br />Worth remembering in closing is the fact that the state rules adopted in December 1990 are <br />minimum standards. There are means provided for local governments to protect their and their <br />neighbors' water supply watersheds to a higher degree than the state minimums. <br />Historically, Orange County has been a state leader in the protection of water supplies. Detailed <br />study of these various issues and policy choices will be required for the County to maintain this <br />reputation. <br />The key to the resolution of the many issues raised here seem to be interlocal cooperation in <br />recognizing costs and benefits. Education and the candid discussion of the points to be resolved <br />will certainly aid in resolving any conflicts both locally and in the state as a whole. Without such <br />efforts, watershed protection as a viable public good may be little more than talk. <br />72 <br />
