5. TREATMENT OF COK%MCIAL/INDUSTRIAL ACTIVITY NODES <br />(UPPER ENO, LOWER ENO, SOU'T'H HYCO CREED <br />Issue <br />The Orange County Land Use Plan contains two Commercial/Industrial Activity Nodes that fall <br />within water supply watersheds, plus a third Rural Industrial Node in the South Hyco Creek <br />watershed. The Commercial/Industrial Nodes are located along I -85 in the Upper and Lower Eno <br />watersheds. A brief synopsis of each and the implications therein follow: <br />Rural Industrial Node, Cedar Grove .Township: The South Hyco Creek watershed is a <br />proposed WSH, which limits new industrial development to non - discharging operations in 10% <br />of the watershed (max 70% built). The node is currently unzoned. <br />C/I Node, Cheeks Township: As previously mentioned, this area lies within the Seven -Mile <br />Creek sub -basin of the Upper Eno Watershed, which is currently proposed for WS -IV. However, <br />the County and Town may wish to request a higher level of protection than WS -IV - the lowest <br />quality classification of drinking water. The node is also along I -85, which may be a future <br />transit corridor. <br />C/I Node, Eno Township: As previously mentioned, this node is within the possible "Protected <br />Area" of the WS- IV- proposed Lower Eno. However, there are few implications for <br />commercial/industrial development in a WS -IV watershed. <br />Possible Alternative] <br />A. Propose a lower classification for South Hyco Creek to maintain current status of Rural <br />Industrial Node. <br />B. Propose leaving the Seven -Mile Creek sub -basin in WS -IV classification if upgrade for <br />remainder of Upper Eno watershed is to be requested. <br />No action needed for Eno Township node as defined at this time. <br />6. WATERSHED ZONING IN UNZONED AREAS <br />(LITTLE RIVER, FLAT RIVER, UPPER ENO, SOUTH HYCO, BACK CREEK) <br />lam <br />Little River and Cedar Grove Townships are currently unzoned. Both townships are completely <br />covered with water supply watersheds, all of which are either proposed or potential high quality <br />watersheds. <br />C1i.' <br />
