B. Propose on August 15 that the Upper Eno basin be classified WS -II or WS -III, as deemed
appropriate.
C. Propose that the Seven -Mile Creek sub -basin and the Lower Eno area remain WS -IV
(because of existing and future development within the basin and the presence of
Interstate 85 and 40), and that the areas upstream be classified WS -II or WS -III.
3. DEFINITION OF FUTURE WATER SUPPLIES
(LOWER ENO)
Issue
The principal issue in the Lower Eno watershed is simply a question of what water sources in
Durham County are to be protected. As a WS-IV watershed, the "protected area" for special
standards extends five miles from a reservoir or ten miles from a river intake.
On the official NCDEM watershed maps, an existing emergency water intake on the Eno River
is recognized as a water source. However, the Durham City-County Planning Department did
not recognize this as a water supply on their watershed forms. The future use of the emergency
water intake is being decided by Durham at this time.
If this intake is not to be protected, there is no Lower Eno watershed for Orange County.
A letter from the Orange County Planning Director to the Durham City-County Director asks
for an official response to this matter.
bssiblc Aft=ativ
A. If intake is to be utilized, adopt watershed protection plan for WS -IV Lower Eno.
4. IlVI UCATIONS OF HII.ISBOROUGH COOPERATIVE PLANNING
(LOWER ENO)
If the Lower Eno "protected area" remains as is currently shown (see 3 above), a small portion
of the proposed Hillsborough Transition Area and a significant part of the proposed Non Urban-
Rural Area will fall into this category. WS -IV "protected area" has a maximum density of 2
lots/acre and 24% impervious surface unless structural controls are used.
.mid - ! _ i , -
A.
