The question of protecting to more stringent <br />standards will need to be addressed on a statewide basis. It also in relevant in Orange County <br />in one and possibly four watersheds. <br />The new state rules do allow for local governments to use two methods to justify greater <br />protection measures. First, a local government may expand the "critical area" of any watershed <br />M. <br />
