disagreements regarding the appropriate classification of watersheds. For example, the <br />classification proposed for the Flat River watershed by Durham and Orange Counties is different <br />than that Proposed by Person County. Person officials have expressed great concern over the <br />effect of a higher classification on their county's future tax base. <br />Posgible Al adves <br />A. Convene a meeting of elected officials prior to and following the August 15 public <br />hag to discuss areas of potential conflict and seek consensus - building among <br />jurisdictions. Such conversations could include discussions of compensatory tradeoffs, <br />such as the allocation or transfer of non - residential land use acreage to the protecting <br />jurisdiction. <br />B. Pursue current course of action and utilize public hearing process to resolve disputes <br />among jurisdictions. <br />10. MLEMENTATION OF STANDARDS INTO ORDINANCE LANGUAGE <br />1"u <br />As shown above, there are a number of changes that will need to incorporated <br />County's administrative and legislative ordinances. These changes can handled b in several <br />different manners. One complicating factor is that five of the water supply watersheds contain <br />substantial areas which are not regulated by the County Zoning Ordinance. <br />Possible AlteMgLy <br />A. Revise current WQCA and PWII zoning districts to reflect new rules and standards. <br />B. Adopt individual watershed zoning overlays with a different zoning overlay district for <br />each watershed (as done with University bake). <br />Townships accordingly. Zone Cedar Grove and Little River <br />C. Discard existing watershed overlay zones and adopt overlay districts for each class of <br />watershed (i.e., WS -II Overlay. WS -111 Overlay, etc.) to promote greater consistency <br />with state regulations. Apply this zoning pattern to northern Orange. <br />D. Zone northern townships and adopt new unified development ordinance with <br />recommendations of different study groups. Apply watershed zoning through this <br />instrument in methods of A or B above. <br />
