6. CHANGES IN DENSITY OF DEVELOPMENT <br />I11s_ue <br />Functionally speaking, there are two areas where a decrease in development density will be <br />mandated because of water supply watershed regulations: 1) WS -11 watersheds (in toto) and 2) <br />areas to be added to critical areas of WS -III watersheds. In these areas, the average lot size must <br />be 2.0 acres per unit. Current watershed zones (WQCA and PW -I) will also be required to <br />adjust the density of development from 80,000 square feet to 87,120 square feet (2.0 acres) in <br />WQCA and 40,000 to 43,560 in PW -II. <br />Other watershed areas will not be affected by the proposed rules. <br />Posible Alternafim <br />A. Downzone areas in question as part of watershed protection plans, and amend WQCA <br />density to 2.0 acres per lot and PW -II to 1.0 acres/lot. <br />B. Adopt watershed protection ordinances in unzoned areas which limit lot size accordingly. <br />C. Zone Cedar Grove and Little River Townships to meet adopted rules. <br />7. TREATMENT OF EXISTING LOTS/DEVELOPMENT <br />lum <br />As the new rules stand as of this writing, the existing development would be "grandfathered" <br />in and not applicable to the rules proposed. The definition of what constitutes "existing <br />development" is a major question for the EMC. As this definition is currently proposed, existing <br />development would include "projects already completed or in progress, projects with a recorded <br />plat or areas that have been zoned as of the closing date of the public hearings for the January <br />1, 1992 reclassification proceedings (September 30, 1991). <br />Possible Alternatives <br />A. Encourage the EMC on August 15 to close the public hearing process as planned_ <br />61 <br />
