directly to the main channels of trunk streams feeding the impoundments ". In most cases, the
proposed state definition exceeds the current Orange County definition. In the Cane Creek
watershed, the critical area would be extended into Alamance County.
Po5sibkAWmatives
An amendment to the WQCA zoning district reflecting the state standards will need to be
applied.
No other alternative actions appear feasible.
2. LIMITATION AND DEFINITION OF EWPERVIOUS SURFACES
There are two significant changes that would be brought about by the FMC's proposed rules.
First, residential impervious surfaces will be significantly limited, especially in WS -II
watersheds. These limits for residential purposes range from 6% to 24% in most watersheds.
However, non - residential uses may see an increase in allowed impervious surfaces from 50 to
70% in most watersheds.
Secondly, Orange County currently does not consider gravel roads an impervious surface (except
in University Lake Watershed). The proposed state rules would consider gravel to be impervious
- thereby subtracting such roads from impervious limits.
Possible Al rn iv
A. Adopt watershed protection plans for each individual watershed that meet the new state
rules. Apply each as an overlay zoning district.
B. Amend the existing Protected Watershed H (PWin zone to reflect the necessary changes.
C. Propose revisions in adopted impervious limits at August 15 public hearing. Request the
EMC to consider categorizing impervious surfaces into two classes: offl-plete imWryious
surfaces (asphalt, concrete and other surfaces which are 95 % -plus impervious, and uasi-
3, to include surfaces such as gravel and dirt roads which are 65 % impervious.
3.
