fl4f- g -,!�-_q/ -w- e- <br />CONTRACT BETWEEN INDEPENDENT OPINION RESEARCH AND COMMUNICATIONS <br />INC. AND ORANGE COUNTY <br />FOR CONSULTING SERVICES <br />This contract is made and entered into this 19th day of September, <br />1991, by and between Independent Opinion Research and <br />Communications, Inc., located at 108 N. Kerr Avenue A2, Wilmington, <br />NC 28405, herein referred to as Contracting Agency, and Orange <br />County, located at 109 Court Street, Hillsborough, NC herein <br />referred to as Client. <br />The parties agree to a binding contract for the purpose of serving <br />as group facilitator for the School Capital Needs Advisory <br />Committee. <br />The Client shall: <br />1. Provide the Contracting Agency with all available information <br />on hand including reports, news clippings, budgets, and Board <br />minutes. <br />2. Provide a work station for Contracting Agency representative. <br />3. Make payment in accordance with the payment section of this <br />contract. <br />The Contracting Agency shall: <br />1. Act as facilitator for the 20 member advisory committee. The <br />charge of the committee is to provide recommendations to the Board <br />of Commissioners concerning priorities among school facility <br />capital needs and possible timing and sizing of future bond issues <br />to fund these capital needs. The facilitator will be responsible <br />for running the meetings, preparing basic materials and agenda and <br />follow -up minutes. <br />2. Assist the committee in arriving at a priority order of needs <br />and help the committee develop their report back to the Board of <br />Commissioners. <br />3. Make recommendations to the committee regarding the best <br />strategy for achieving the committee's goals. <br />
