The property was rezoned in October of 1989 <br />from Rural Residential (R -1) to Residential -4 (R -4). <br />The Land Use Element of the Comprehensive Plan <br />designates the area as Ten Year Transition and Water <br />Supply Watershed. Adjacent land uses are residential <br />and undeveloped. <br />The total acreage of the tract is 6.9 acres with <br />twenty (20) lots proposed. These lots will be served <br />by public water and sewer and new public roads. The <br />average lot size is 12,610 square feet. There is a <br />proposed right -of -way stub -out to the northern <br />property line which may eventually provide access to a <br />10.5 acre tract located north of this property. <br />A letter has been received from the County Engineer <br />indicating that an ownership, maintenance and warranty <br />agreement between the County and Mr. Cobb will have to <br />be developed for the sewer system. The agreement will <br />have to be formalized and signed as a pre - condition to <br />the County's final approval and acceptance of the <br />project. The project must also meet all DEM and NCDOT <br />permitting requirements for the design and <br />installation of the sewer system. <br />The County Attorney is reviewing the easement <br />documents, Non - warranty Deed and Road and Sewer <br />
