16 s <br />NC Highway 54 approximately 900 feet east of <br />the Morrow Mill Road intersection. It is <br />2.9 4 acres in size and known as lot 27A on <br />tax map 26 of Bingham Township. <br />The current zoning is Neighborhood Commercial <br />and Agricultural Residential. The applicant <br />is requesting a designation of Local <br />Commercial. The purpose of an LC -1 district <br />is to allow limited commercial uses designed <br />to serve a population at the rural and <br />neighborhood level with convenience goods and <br />personal services. <br />The surrounding land on the north and west is <br />zoned AR, but undeveloped; to the south and <br />east are commercial uses. The area is <br />designated in the Comprehensive Plan as the <br />BH -1 Rural Neighborhood Activity node. <br />Currently, there is no other LC -1 zoning <br />within the activity node. <br />The Orange County Sheriff, Emergency Medical <br />Services and the Orange Grove Volunteer Fire <br />Company have each stated that necessary <br />services can be provided to the property in <br />ouestion. <br />The Planning Staff has made positive findings <br />for all applicable standards of evaluation. <br />A copy of these findings is an attachment to <br />these minutes on pages . <br />The proposed Zoning Atlas amendment was <br />presented at public hearing on May 28, 1991 <br />and no one spoke against the rezoning. <br />The Planning Staff recommends approval of the <br />proposed amendment from Agricultural - <br />Residential and Neighborhood Commercial -2 to <br />Local Commercial -1. <br />MOTION: Eddleman moved agreement with Staff findings <br />on Article 20.
