10
1 B Special Use Permit. In commercial and office zoning districts,
2 such facilities are permitted by right. A day -care arrangement
3 which provides care for more than 5 children on a regular basis as
4 defined by the NC Child Day Care Ccmmission is considered a Day
5 Care and must receive approval of a Class B Special Use Permit from
6 the Board of Adjustment. Recently, Child Care Networks contacted
7 the Planning Department about a new category of child care
8 arrangement approved and licensed by the N.C. Child Day Care
9 Commission. The new category is a "large day care home" and is
10 termed a "home" because it is located in a family residence. A
11 large day care home may have up to 15 children, depending on their
12 ages. Child Care Networks requested that large day care homes be
13 permitted as a use by right.
14
15 COHMENTS OR QUESTIONS FROM THE BOARD OF COY- MISSIONERS A2, -D /OR
16 PL7LhTNING BOARD
!7
18 Commissioner Gordon indicated that she had several questions
19 for the County Attorney and that she would like to hold the Public
20 Hearing open until the next Board meeting.
21
22 In response to a question from Mr. Eddleman, Mr. Kirk.
23 indicated that in a worst case situation, the Planning Staff
24 estimates that an additional 20 trips per day would be generated.
25 The small day care center is a permitted use which is not regulated
26 by County zoning. Therefore, they do not have statistics on
27 traffic generated by a small day care home.
28
29 A.-my Rabb, Child Care Network, spoke in support of this
30 request. She indicated that this reauest would lessen the amount
31
of red tape which is currently required to increase the number of
32 children in vour child care home. However, the regulations are
33 still in place to assure that the children are not going to receive
34 a lower quality of care or be placed in a less safe environment.
35 She indicated that there is a great need for homes of this size in
36 Orange County.
37
38 A motion was made by Commissioner Gordon, seconded by
39 Commissioner Carey, to hold the Public Hearing open until the June
40 3, 2.991 Board of Commissioners meeting.
41 VOTE: UNANIMOUS
42
43 5. SUBDIVISION REGULATIONS TEST AY.ZNDMENTS
44 A. Administrative Approval, of Expired Subdivision
45 Plats
46 This item was presented by Mary Scearbo. In summary, this
47 item was presented to receive public comment on a proposed
48 amendment to the Subdivision Regulations to allow staff re-
49 approval of expired Preliminary Plats. Under current procedures,
50 the Board of Commissioners may approve a revised phasing plan for
51 an expired Preliminary Plat. If a revision is not approved, the
52 expired portion of the Preliminary Plan must be re- submitted as if
it
