2 <br />The attached drawings depict the results of the Planning <br />Committee efforts. Highlights of the building include: <br />-- Office space for JOCCA and on site Recreation and Park <br />personnel <br />-- Clinic /office space <br />- -An office for personnel on site for specific short -term <br />reasons; eg. DSS personnel consulting with clients about <br />Medicare /Medicaid benefits. <br />-- Kitchen area <br />- -Large multi- purpose area to provide program space for the <br />various activities which will take place in the building; <br />eg. JOCCA's daily nutrition program, Recreation programs., <br />Cooperative Extension Service demonstrations and community <br />events. <br />- -A picnic shelter off of the rear of the building will <br />provide flexible outdoor space for the programs. This <br />shelter will be equipped with handicapped accessible picnic <br />tables. <br />The park will include clearing and earthwork, scattered picnic <br />tables and grilles, along with a play area for smaller <br />children and some basic development of nature paths throughout <br />the property. <br />The architects' construction estimate for the building is <br />within the $230,000 amount allocated for construction and <br />architects' fees. Park construction estimate and fees are <br />approximately $25,000 over the allocated CIP amount of <br />$43,750. The Recreation and Parks Director has identified <br />park components that could be streamlined without reducing the <br />scope of the park. Additionally funds have been identified <br />in the Fairview Community Park CIP budget that could be <br />transferred to this project if bids are significantly <br />higher than the original budget amount. <br />Unless specified otherwise, the facility will be named the <br />Orange County Efland- Cheeks Community Center and Park. <br />Upon approval by the Commissioners, bids will be solicited on <br />or about August 29, with award of bid and contract approval <br />tentatively scheduled for September 17. Expected completion <br />time will be early Spring, 1992 (February -- March). <br />RECOMMENDATION(S): Manager recommends that the plans be approved as <br />submitted and that the Board endorse the name Orange <br />County Efland- Cheeks Community Center and Park. <br />
