RECOMMENDATIONS FOR ESTABLISHING VISITOR BUREAU <br />- that the board be 11 members with representation as <br />described below <br />- that terms be 3 years and staggered <br />- that the board be new and independent <br />- that the organization be established by the County and that <br />the staff initially be County employees with related <br />administrative and support services <br />that the focus be on new initiatives, and funding of <br />existing organizations be minimized <br />- that the director have extensive experience in the field and <br />be hired locally so that they would know the area <br />- that the name be the Chapel Hill /Orange County Visitor <br />Bureau <br />that every effort be made to secure UNC's participation, <br />including financial <br />- that the EDC act as staff support until staff is hired <br />that funding be derived from occupancy taxes and other <br />sources exclusive of any property tax <br />- that the bureau pursue and invite co- location of <br />organizations providing other visitor services <br />11 Member Board, representatives from the following <br />organizations: <br />- Chapel Hill /Carrboro Chamber of Commerce <br />- Hillsborough Area Chamber of Commerce <br />- Economic Development Commission <br />- University of North Carolina at Chapel Hill <br />- Orange County Board of County Commissioners (2) <br />- Orange County Hotel /Motel Association <br />- Chapel Hill Town Council <br />- North Carolina High School Athletic Association <br />- Carrboro Board of Aldermen <br />- Hillsborough Board of Commissioners <br />Visitor Bureau Role and Responsibility <br />The work plan and focus of the Bureau will be determined by <br />their County charge and their board. The following is a <br />summary of major function areas of a visitor program. <br />A. Creation and distribution of marketing and information <br />materials, including maps, brochures, calendars of <br />events, etc. <br />B. Recruitment of new destination- visitors to Orange County. <br />This includes conferences, conventions, bus tours, events, <br />church groups, and others deemed appropriate. <br />C. Coordination of visitor group activities and local <br />responses, such as transportation, group packages, local <br />briefings, and business responses. Examples include Junior <br />Olympics and high school championships. <br />D. Administration of activities, housing, bookkeeping, <br />reports, etc. <br />
