3 <br />A final recommendation of the Planning Board is that <br />discussions be held with the Town of Hillsborough <br />about the methods used to provide water and sewer <br />infrastructure to outlying areas, including the <br />source of water. <br />RECOMMENDATION: The report is provided for informational purposes <br />only. when the Board of Commissioners makes a <br />decision on this matter, the Administration <br />recommends that the Board consider the following <br />actions: <br />1. withhold inclusion of the I -40 /South Churton <br />Street Area in the Hillsborough Transition Area <br />until the work of the Planning Board /Economic <br />Development Work Group is completed In October; <br />and <br />2. Include the area bounded generally by U.S. 70 <br />Bvpass, U.S. 70 Business, and Lawrence Road. <br />The Administration further recommends that the <br />issues identified by the Orange County Planning <br />Board be incorporated into the work of the two <br />Planning Boards; i.e., preparation of land use plan <br />and development standards. Since the work of the <br />two Planning Boards will extend into 1992, the <br />recommendations of the Rural Character Study <br />Committee and the Planning Board /Economic <br />Development Work Group can be considered as part of <br />cooperative planning efforts. Recommendations <br />regarding adjustments to Transition and Water and <br />Sewer Service Areas can also made by the two <br />Planning Boards. <br />
