Identifies issues of both regional and <br />watershed - specific importance; and <br />d. Lists possible alternative actions. <br />In addition to the report, a summary of <br />recommendations from the Planning Board is also <br />attached. The Planning Board considered this report <br />on July 15. <br />The Planning Board recommends that the Board of <br />Commissioners appoint a representative to speak on <br />behalf of Orange County on August 15. The Planning <br />Board has further outlined nine issues to be <br />addressed. These issues are discussed in the <br />attached summary. <br />Because of summer scheduling constraints, the EMC <br />public hearing will occur before the next scheduled <br />County hearing on August 26. The Board may wish, <br />after receiving this report, to address issues of a <br />general nature at the EMC's August 15 hearing in <br />Raleigh, noting that more specific comment <br />(classification changes, rules) will be <br />submitted in written form before the close of <br />the EMC's public hearing process on September 30, <br />1991. In so doing, the Board could then receive <br />citizen comment on any recommended changes to <br />watershed classifications or the adopted rules at <br />its August 26, 1991 public hearing. <br />RECOMMENDATION:The Administration recommends that the Board <br />discuss the issues addressed by both the Staff <br />report and Planning Board, and appoint one <br />Commissioner to speak on the County's behalf at the <br />August 15 EMC public hearing. The representative <br />would address concerns or issues of a universal or <br />general nature and note that specific comment or <br />requests will be forthcoming following the County <br />public hearing process (August 26, 1991). <br />The August 15 hearing process is the only scheduled <br />meeting for local governments in this region to <br />identify concerns on watershed classification or <br />standards before the classification is completed on <br />July 1, 1992. <br />
