e <br />2 4 <br />in the Rural Buffer would be in conflict with the <br />County's Water and Sewer Policy, since it prohibits <br />extensions outside Transition Areas with only a few <br />specific exceptions (i.e., public health emergency, <br />necessary public facility). <br />The proposed amendment would add language to the Water <br />and Sewer Policy to allow pre - existing written service <br />agreements to be honored. The second part of the <br />amendment would make the Interim Development Standards <br />in the Zoning Ordinance and Subdivision Regulations <br />consistent with the amendment to the Water and Sewer <br />Policy. <br />RECOMMENDATION: The Planning Staff recommends approval of the proposed <br />amendments to the Water and Sewer Policy, the Zoning <br />Ordinance, and the Subdivision Regulations. <br />Public hearings involving amendments of the type <br />proposed are conducted for two purposes. The primary <br />reason is to receive citizen comment. A secondary <br />reason is to receive the Planning Staff recommenda- <br />tion, particularly in the case of Zoning Ordinance <br />text and /or atlas amendments, and development <br />applications. <br />Following receipt of comments on the proposed <br />amendments, the matter should be referred to the <br />Planning Board for a recommendation. The recommenda- <br />tion would be presented to the Board of Commissioners <br />for decision no sooner than its September 3, 1991 <br />meeting. <br />
