2 <br />Appendix A <br />(EHTAP9IA.DOC) <br />Elderly and Handicapped Transportation Assistance Program <br />Participating Agencies <br />PY 1991 -92 <br />The Orange County Coordinated Transportation Program (CAT) <br />administered by the Department on Aging will operate the <br />EHTAP Program. while the CAT Program will use it own vans <br />and drivers, it will also use local taxis for demand response <br />medical - related requests. The EHTAP funds will supplement <br />other sources such as Older Americans Act which also is <br />administered by the Dept. on Aging under the CAT Program. <br />The funds will be appropriated approximately 75% elderly and <br />25% handicapped which is based on current use pattern. <br />Due to limited EHTAP funds, the priority service areas are as <br />follows: <br />1. Essential health related <br />pharmacies, etc. <br />2. Essential human services <br />personal business <br />services - doctors, clinics <br />- shopping, nutrition, <br />The use allocation is based on last year's approval by the <br />County Transportation Advisory Board which has <br />representatives from Orange Enterprises (Sheltered Workshop), <br />Joint Orange- Chatham Community Action (JOCCA), OPC Mental <br />Health Center, County Manager's Office, Orange- - Chatham <br />Comprehensive Health Service (OCCHS), Orange County Dept. of <br />Social Services, and the County Health Department. Based <br />on the TDP Update recommendations, the Transportation <br />Advisory Board is in the process of being expanded and <br />scheduled to meet in October to reaffirm continued use of the <br />funds. <br />Program participants will be certified by the Dept. on Aging <br />CAT Program staff as to eligibility.. All trips requests will <br />be handled by the centralized CAT intake system in <br />Hillsborough. The CAT dispatcher will assign the eligible <br />client to the most efficient provider ( CAT vehicle or <br />private taxi). <br />
