-3- <br />be lower than estimated here in that a portion of the <br />estimated salary costs will be covered by State funds. <br />Implementation of the study results will provide us <br />with a current classification and pay plan covering all <br />County positions. With the substantial equivalency <br />approval from the State Personnel Commission on June 6, <br />we will be in position to maintain this plan. <br />3. COst-Of-Living Increase <br />The cost -of- living increase represents a particularly <br />difficult decision for Fiscal Year 1991 -92, In 1990 the <br />cost -of- living increased 6.1 percent as measured by the <br />consumer price index. Economists are predicting a rate <br />Of 4.5 percent for the current year. <br />Maintaining a sound and competitive pay plan is <br />fundamental to attracting and retaining the staff <br />needed to effectively serve the citizens of orange <br />County. After considering the overall budget <br />situation, changes in the cost -of- living and <br />anticipated pay changes by other area employers, I am <br />recommending a 2.5 percent cost -of- living increase for <br />permanent employees effective July 8, 1991. <br />As background, Attachment 4 shows Orange County <br />cost -of- living increases for past years. This also <br />compares such increases to increases in the consumer <br />price index. <br />As you will note on Attachment 4, the County implemented a <br />new pay plan in Fiscal Year 1987 -88. Chairman Carey had <br />requested that we provide background information on the pay <br />plan changes the County implemented that year. A brief report <br />on this is provided as Attachment 5. <br />I plan to incorporate the recommendations outlined in this <br />memorandum in the budget that I will be presenting to you on <br />May 30, 1991.
