She asked that the Board consider setting a public hearing date <br />for August 5, 1991. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Willhoit, to approve the Notice of Public Hearing for August 5, 1991. <br />VOTE: UNANIMOUS <br />H. COMMITTEE ON FEASIBILITY AND TIMING FOR PLANNING A NEW HIGH <br />SCHOOL <br />Chairman Carey outlined his proposal for establishing a joint <br />group of elected officials from each school Board and the County <br />Commissioners to study and make recommendations on the need for and <br />feasibility of the development of a new high school for joint use by <br />both school systems. The main question is where should the new high <br />school be located so it could be used by all children in the County. <br />Dr. Gerry House indicated that Chapel Hill - Carrboro will need a new high <br />school by 1996. It has not been projected by Orange County when they <br />may need a new high school. Chair Carey stated that the projected <br />school population figures need to be looked at and the need for space <br />identified. It was the consensus of the Board to direct the Bond <br />Committee to plan for funding one high school. Commissioner Willhoit <br />feels that there are many questions about equity that will make it <br />difficult to sell a bond referendum without these questions first being <br />answered. John Link suggested that he meet with the two Superintendents <br />to answer some of the questions about equity prior to the committee <br />meeting. <br />It was decided that the committee of six elected officials <br />would meet and make recommendations to each respective Board by early <br />spring addressing the following areas: <br />1. options available to meet the need in Orange County for <br />additional high school space <br />2. when additional high school space will be needed and number <br />of students served <br />3. the cost associated with options identified for new space <br />and the advantages and disadvantages of each <br />4. optional governance structures and the legal basis of each <br />under current state law <br />I. ZONING ORDINANCE TEXT AMENDMENTS - REPAIR AREA FOR SEPTIC <br />SYSTEMS <br />This presentation was made by Planning Director Marvin <br />Collins. He asked that the Board consider the approval of a proposed <br />amendment to the Zoning Ordinance to clarify the application of Article <br />6.25.7 to existing lots, dwellings, and uses. The current standards <br />would prevent existing lots with no suitable repair area, and users with <br />failing septic systems and no suitable repair area on the same lot from <br />locating nitrification fields on a separate lot. This amendment would <br />permit a lot owner to build a four or more bedroom house on an existing <br />
