House and Senate conferees are trying to reach <br />agreement over a number of cost cutting and revenue raising measures to <br />balance the next budget, a number of which impact on local governments. <br />One measure which appears likely to be included in the final budget <br />package is authority for counties to impose an additional one -half cent <br />local option sales tax. The revenues from this additional tax would <br />be intended to replace other revenues now received by local, <br />governments that the State would retain under the legislation in <br />question. The exact provisions of this measure are not yet settled, <br />but it is likely that the legislation will include "fast track" <br />procedures under which the Board of Commissioners could rapidly <br />enact this tax. The Board would have to conduct a public hearing after <br />having given five days notice, but would be free to enact a resolution <br />imposing the tax immediately after conducting the public hearing. <br />These actions would have to occur at a special meeting of the Board of <br />Commissioners, in order to maximize needed revenue in the 1991 -92 <br />budget. <br />County staff are remaining in frequent contact with staff at the <br />Association of County Commissioners to get updates on the status of the <br />legislation and answers to questions about its potential impacts. The <br />County Manager will provide a verbal update at the June 25 meeting upon <br />which the Board may determine the appropriate course of action. <br />
