19 <br />SECTION III. - BUDGET INFORMATION: <br />A. For each year of your proposed plan of action include a one -page line item budget. Indicate <br />funds which would come from other sources. Designate the source(s) of additional funding. <br />B. Describe the extent to which you have or will leverage other financial resources, including <br />but not limited to the mandate and resources to support the implementation of the OFF <br />Initiative of the Family Support Act. <br />The Orange County Manager will consider matching the funds provided by <br />the Z. Smith Reynolds Foundation beginning in the third year of the project, <br />provided there is clear evidence that the goals of the project are being met. <br />The amount of funding contributed by the County will gradually increase <br />during the last three years of the Z. Smith Reynolds Foundation grant so that <br />by the sixth year from the initiation of the grant, the County will consider <br />absorbing the cost of the program. The County is also exploring the provision <br />of in -kind support through office space and utilities provided in a building <br />where there is co- location of all the programs related to vocational training <br />and job placement. <br />Many public agencies will contribute to the success of the OFF program. The <br />two school districts will play a critical role, particularly with the younger age <br />group. There are already programs in place in the schools, which will mesh <br />well with the OFF Program. The efforts to convert the junior high schools <br />into middle schools is consistent with the philosophical goals of the program <br />to assure appropriate educational opportunities for "at- risk" youngsters. The <br />intensive efforts of Orange County school system to reduce the frequency of <br />drop -outs provides a basis for many of the activities planned as part of this <br />project. The comprehensive adolescent clinic currently operating in the <br />Hillsborough office of the Orange County Health Department provides <br />comprehensive health services to adolescents of both sexes and will be a site <br />at which many of the needed health services could be provided. The <br />existence of a county transportation system will provide a low -cost service <br />that will not be possible otherwise. <br />C. Identify "in- kind" resources which have been or will be committed to support the <br />implementation of the OFF Initiative. <br />D. Identify other funding or in -kind contributions which you are seeking but which are not <br />currently committed. <br />The program will utilize other nongovernmental sources of support. For <br />instance, the volunteer portion of the program for young males will have <br />access to the activities of existing mentoring programs in the County. In <br />addition, it is hoped that the business community will take a major role in <br />identifying job opportunities for older adolescents and will participate in <br />increasing the vocational awareness of the younger adolescents. As the <br />program develops, it is hoped that after - school and summer enrichment <br />programs can be developed which will utilize private and public resources. <br />6/19/91 The Orange County OFF Draft TWO Proposal 16 <br />
