14 <br />target population as defined by the JOBS legislation. The OFF program will <br />provide the same critical employment services and educational opportunities <br />for males in the county who are not a part of the JOBS target population. <br />Core Components <br />Individual Plan <br />The case advocate will conduct a thorough assessment of each OFF <br />participant. Through individual interviews, the advocate will ask questions <br />about the participant's current situation: income, housing, dependents, <br />partners, transportation and legal issues. Questions about his family situation <br />will include: relationship with birth family, expectations and any current <br />crises. Physical and mental health, academic achievement, vocational <br />interests, employment history and job readiness will be assessed as well. The <br />case advocate will provide the participant with a thorough review of all <br />county services and orient him to the OFF program. <br />After the interview, the OFF Case Advocate will assess each participant's <br />strengths and major obstacles to self - sufficiency. The case advocate and the <br />participant will meet again to develop an employability plan that reflects the <br />information collected during the interview, set realistic goals and a plan of <br />action. The plan will include how the participant will access the OFF <br />Program and will define a clear employment goal. <br />Education <br />Q :What help do you need from school to help you become successful? <br />A: "Some one to help me find the right road." (older male) <br />OFF participants will require education both below and at the post - secondary <br />level. For those males who dropped out of high school, their individual plan <br />will include the goal of obtaining a high school diploma or a GED. Durham <br />Technical Community College (DTCC) will provide comprehensive adult <br />education to OFF participants. Adult Basic Education is offered for those <br />males who will need remedial work preparation. The majority of the course <br />work will take place on the DTCC campus and satellite campuses in Orange <br />County. For those males who will require basic literacy training, the OFF <br />program will work with volunteer literacy programs in the area. <br />A few males will begin post- secondary education as OFF participants that will <br />result in an associate or baccalaureate degree. This education will be directly <br />related to an employment goal set forth in the individual plan. These males <br />will be assisted in obtaining financial aid information from the institution to <br />meet tuition obligations. <br />Job Skills Training <br />To compete in the Orange County job market, males need greater access to <br />technical job skills.
