11
B. Describe the specific strategies which will be used to achieve those goals and objectives and
the proposed schedule for implementing each of them.
Q :What would you like to be doing in 20 years?
A: "Marne, with family, and good job." (younger male)
Staff Requirements
A program coordinator, two case advocates and clerical staff will operate the
OFF Program. The coordinator will oversee the entire program and will
coordinate a mentoring program for the younger males and a business
apprenticeship program for the older males. The coordinator will identify,
recruit, train and supervise the mentors. One case advocate will work with a
group of approximately twenty younger males. Another case advocate will
work with a group of twenty older males.
Referral and Identification Process
Younger males in the OFF Program will be family members of JOBS
participants or those receiving child support, are on AFDC or are from
working poor families. Program referrals will be made to the OFF Program
Coordinator and Case Advocate by school guidance counselors, juvenile
justice staff, public health nurses, JOBS staff members, and any other human
service providers who know of young males who are "at- risk "and a member
of a low- income family.
Identification of the older males will come primarily from the JOBS program
and other social service agencies. Criteria for selection will include that they
are from an AFDC family, have needs that are not being met and have a
strong desire to participate in the OFF program.
The OFF Program Coordinator will develop referral forms to be filled out by
teachers, public school administrators or human service providers. Males will
be screened by the OFF Program Coordinator and interviewed by the case
advocate. The first twenty males will be selected by May, 1992. The remaining
twenty males will enter the program no later than August, 1992.
Length of Participation
The twenty younger males will participate in the OFF Program until they
have completed the middle grades. The twenty older males will remain
involved until they implement successfully their individual plan. Once
individual males have graduated from the OFF Program, new males will be
added to the program.
Role of Case Advocates
The case advocate for the younger males will work closely with the four
public schools identified to work with the OFF Program, two in southern, and
two in northern Orange County. Each school will appoint a site coordinator
6/19/91 The Orange County OFF Draft TWO Proposal 9
