10 <br />option to higher education. This technical training will be made available to <br />males who have already dropped out of school as well. <br />4. Increase Effectiveness of Services Through Inter - Agency Collaboration <br />and Structural Changes in Service Delivery. <br />The OFF program will encourage individual agencies to collaborate in their <br />outreach to young males to provide the most effective assistance to each <br />individual. This collaboration has already begun with the work of the Orange <br />County OFF Planning Committee. <br />Interagency collaboration will be strengthened through the current <br />development of a master county client index. This common data base for <br />county public agencies will eliminate the need for basic client data to be <br />gathered at each agency where the client is involved. Even though the <br />system will identify the individual as a client, coding individuals by family <br />unit will be a critical step toward involving the total family in services to <br />young males. This index will cut back on the massive paper work required in <br />current client management. It will also guard against duplication of services. <br />Participating agencies will be served by the current work of the United Way <br />and the Human Services Advisory Commission to develop a comprehensive <br />human services strategic plan for the county. Clearly, the OFF program will <br />play a critical role in guiding the future plans of the county. I <br />Finally, interagency collaboration will be strengthened by the co- location of <br />services. All agencies who provide job training and vocational education will <br />be housed under the same roof. This step will provide easier access for clients <br />and strengthened coordination of programs among such individual programs <br />and agencies as the Jobs Training Partnership Act (JTPA), JOBS and the <br />Employment Security Commission (ESC). <br />5. Strengthen broad community participation in the lives of young males <br />Volunteer programs will complement the core components of the OFF <br />program. Mentor relationships will provide the context for creating <br />individual hope, encouragement and support critical to sustained success. <br />The OFF Program will work with existing mentor programs and through <br />direct referrals will provide each male, who is interested, with a mentor who <br />shares similar interests and temperament. <br />The private sector will be involved as mentors as well; interested business <br />leaders from the County will be matched with individual males. These <br />matches will provide technical training through apprenticeships.
