9 <br />SECTION II: OBJECTIVE AND STRATEGIES -PLAN OF ACTION <br />A. Summarize the specific goals and objectives of the proposed OFF Initiative and the <br />proposed timetable for achieving them. <br />Q :What help do you need from agencies T . . <br />A: "..Help my mother when my father not." (younger male) <br />Within five years, more young males in Orange County will play an active <br />role in helping their families break the cycle of poverty. To achieve this goal, <br />the Orange County OFF Program will: <br />1. Increase the motivation and ability of males to contribute financially and <br />emotionally to the creation of strong families. <br />Historically, human service agencies serve individuals. While there will be a <br />special focus on adolescent males, the OFF program will facilitate service <br />delivery to the entire family. Case advocates will work with the entire family <br />to obtain needed resources. They will take programs and services, whenever <br />possible, into family settings: the home, the neighborhood, the housing <br />project and the community gathering place. Work with the family will take <br />place when the entire family is available: after school, after work and on <br />weekends. Looking holistically at the needs of the entire family is critical to <br />the success of each individual male. The family must be strengthened if it is <br />to encourage the success of any one individual member. <br />2. Involve young males in the development of programs which assist them. <br />Empowerment of program participants, a structural change for most agencies, <br />will bring innovation to the entire service delivery system. From the <br />beginning, we have involved our future target population and their families <br />in the planning of the Orange County OFF Program. This participation has <br />come through focus groups in the schools and the communities and <br />individual questionnaires. Participants will continue to be partners with the <br />agencies in the creation, evaluation and adaptation of OFF program services. <br />3. Increase the coordination of education and employment services so males <br />can become economically competitive. <br />Through the OFF Program, young fathers will become economically self - <br />sufficient. Through more effective job training and educational <br />opportunities, the fathers can play a more effective role in the lives of their <br />partners and children. The OFF program will focus on several critical <br />components in the development of job training. Family involvement will be <br />critical in supporting males in the goal of obtaining a high school diploma or <br />a G.E.D. Providing adequate services to address the multiple needs of at -risk <br />males will be vital as well. <br />Through the OFF program, both school systems in the county will strengthen <br />their technical job - focused education at the middle grades and high school <br />levels.
