7 <br />from the family members of adolescent parents, young males who receive . <br />Aid to Families with Dependent Children (AFDC), working poor families and <br />partners of JOBS participants. The services to the males of these families will <br />be closely coordinated with the benefits available to other family members <br />through programs such as JOBS for female family members. <br />The program for the younger males in the middle grade schools will focus <br />heavily on the use of mentors to act as advocates for the younger males and <br />their families. The schools will also have a major role in providing these <br />young males with an academically stimulating and appropriate curriculum. <br />The program for the older males will be coordinated by a case advocate who <br />will develop individual plans with each OFF participant. The individual <br />plan will detail which of the OFF core components and supportive services <br />will be a part of his individual strategy. The plan will propose a time line of <br />achievement by the program participants and incentives that the OFF <br />program can offer in return. <br />C. How will your plan of action upgrade the county's current capacity to enable and empower <br />families to move from poverty to self - sufficiency? <br />Orange County's decision to focus on young males grows out of a long <br />tradition of concern with improving human service delivery. The great gap <br />of services in the County has been the lack of services available to males. The <br />goal of this project will be to make the county system more responsive to the <br />entire family. This program will focus heavily on increasing the links <br />between the human service systems in the county and both the public school <br />system and the community college system. This increased alignment is an <br />important element in restructuring services for the entire family. <br />For older males, the OFF Program will allow the county to strengthen its <br />employment and support services. By targeting the partners of JOBS <br />participants, the County will provide job training to males in critical need of a <br />steady income to support themselves and their families. The possibility for <br />self- sufficiency will be greater when both the custodial parent and their <br />partner can contribute financially and emotionally to the lives of their <br />children. <br />Males will be involved in the .planning of this program. This approach will be <br />coupled with efforts to empower the entire family in the decision - making <br />process.
