4 <br />Younger males, in the middle grades, are making choices that may severely <br />limit their future options. It is at this age that the young adolescent needs to <br />have models of success that seem relevant to him. He needs a challenging <br />academic curriculum, an education relevant to vocational goals and social <br />support to succeed. <br />The older males may have dropped out of high school. They may have <br />become fathers and are unable to support their children. These males will <br />need support and encouragement. For some, this support will mean <br />completion of a high school degree. However, effective competition in the <br />job market will mean, at minimum, additional training through vocational <br />education programs. In addition to vocational education, these men need the <br />same type of support as women receive through the Job Opportunities and <br />Basic Skills (JOBS) program, such as transportation, child care, and other <br />support services. They need human services and educational programs that <br />expect and encourage the participation of males. <br />To accomplish these ends, Orange County is committed to a philosophy of <br />family support that recognizes the importance of the male's role in the <br />family. Orange County government is making basic changes in the way <br />services are organized and delivered. This focus on males is not meant to <br />reduce the importance or replace the services to the family which will be <br />provided as comprehensively as possible. Systematic failure to serve males <br />has been the major gap in the provision of services. By insisting on a <br />balanced treatment of males and females, the program will improve services <br />to the entire family. <br />Orange County requests funding for a five year period. During the first two <br />years, the Orange County OFF program will be supported primarily by <br />foundation funds. From the third to the fifth year, the Orange County <br />Manager will review the success of the OFF Program and submit <br />recommendations to the County Commissioners with a possible provision <br />for partial county support.
