Smith Reynolds <br />Foundation- Opportunities for Families Fund (OFF) proposal before <br />the August 1, 1991 submission deadline. <br />BACKGROUND: On October 1, 1990 Orange County was one of 89 N.C. Counties <br />that submitted "Opportunities For Families Fund" planning <br />grant proposals to the Z. Smith Reynolds Foundation. The <br />purpose of the OFF is to fund innovative county demonstration <br />programs that will move poor families from dependency to self - <br />sufficiency, from poverty to a new quality of life. The <br />County's proposal is based on the conviction that the key to <br />breaking the cycle of poverty is to improve young males' <br />chances of leading productive and economically self- supporting <br />lives. <br />On November 15, 1990 Orange County was one of 15 counties <br />awarded a $20,000 planning grant to develop OFF final <br />proposals. The planning proposal became effective December 1, <br />1990 and final proposals are due August 1, 1991. From the 15 <br />proposals the Z. Smith Reynolds Foundation will award five <br />counties up to $ 1 million to implement their final proposals. <br />Counties will be notified of the awards in November, 1991. <br />At the March 20, 1991 meeting the Board approved a contract <br />with the Center For Early Adolescents to develop the final <br />proposal. The Center For Early Adolescence and the OFF <br />Planning Committee have developed a draft final proposal. <br />
