NORTH CAROLINA <br />WAKE COUNTY <br />INTERLOCAL AGREEMENT <br />e ��r ✓Q A""Jf fS l yJ'y <br />This agreement entered into by and between the County of <br />Chatham, the County of Orange and the municipalities of Apex, <br />Carrboro, Cary, Chapel Hill, Durham, Hillsborough, Pittsboro, <br />Raleigh, Sanford and Smithfield, this the 8th day <br />of ;. AUGUST , 1988. <br />WI T H E.S S E T H: <br />The parties hereto desire to enter into an Interlocal <br />Agreement pursuant to G.S. 160A for the purpose of operating a <br />water quality monitoring project for the Region J surface water <br />supply. Toward that end, the parties agree to the following <br />requirements and conditions: <br />Section 1. Pur ose.of the Project <br />The following summary describes the general intent of the <br />project. (Specific objectives are listed in Attachment A; <br />sampling locations are listed in Attachment B. Further technical <br />details will be specified in separate agreements with designated <br />contractors.) <br />The Project is intended to supplement existing water quality <br />monitoring activities of the North Carolina Department of Natural <br />Resources and Community Development. A major goal is to establish <br />the basis for measuring long term trends in water quality. Field <br />sampling will take place over a period of three, years from <br />October, 1988 through September, 1991. Water analyses will focus <br />on conventional, nutrient, and toxic materials, including 10 trace <br />metals and more than 100 synthetic organic chemicals at 32 <br />locations. The Project will also include a special one-year study <br />of Haw River bottom sediments. <br />The intent is to contract with Dr. Kenneth Reckhow of the <br />Duke University School of Forestry and Environmental Studies to <br />conduct a preliminary statistical analysis of sampling frequency <br />alternatives, and with the United States Geological Survey for <br />field sampling, analysis, and data interpretation. Additional <br />contractors may be employed as needed to carry out the Project. <br />An overall Managing Agent for technical and administrative <br />oversight will be designated, as specified in Section 2.B. <br />
