3 <br />STATE OF NORTH CAROLINA March 13, 1991 <br />COUNTY <br />OF <br />CHATHAM <br />COUNTY <br />OF <br />DURHAM <br />COUNTY <br />OF <br />JOHNSTON <br />COUNTY <br />OF <br />LEE <br />COUNTY <br />OF <br />ORANGE <br />COUNTY <br />OF <br />WARE <br />AMENDMENT TO INTERLOCAL AGREEMENT <br />THIS AGREEMENT is made and entered into by and <br />between the County of Chatham, the County of Orange, and <br />the municipalities of Apex, Carrboro, Cary, Chapel Hill, <br />Durham, Hillsborough, Pittsboro, Raleigh, Sanford, and <br />Smithfield, to be effective from and after July 1, 1991. <br />WITNESSETH <br />WHEREAS, the parties named above entered into an <br />Interlocal Agreement dated August 8, 1988, under which <br />they have operated a supplemental water quality monitoring <br />project for Region J surface water supplies; and <br />WHEREAS, the initial plan of study covered three <br />years of monitoring at 32 water supply locations, and was <br />funded through local contributions and a 100 percent match <br />by the United States Geological Survey; and <br />WHEREAS, basic objectives of the Monitoring Project <br />included: <br />1. Expanding the virtually non - existent database for <br />synthetic organic chemicals in order to determine their <br />general presence or absence in the Triangle Area's water <br />supplies; and <br />2. Measuring long term trends in water quality; and <br />WHEREAS, the Water SuDRlY Monitoring Project <br />Findings, 1988 -90, published in November, 1990, indicated <br />substantial progress toward the Project's objectives as <br />well as the need for further investigations; and <br />WHEREAS, the Triangle Area Water Supply Monitoring <br />Project will complete its initial three -year monitoring <br />program in October, 1991, as stipulated under the August <br />8, 1988 Interlocal Agreement; and <br />
