2 <br />Although the attachments to the enclosed Interlocal Agreement <br />show Orange County's funding contributions to be approximately <br />$3300 per year, the funding level for the County is expected <br />to remain at the same level it has for the past three years or <br />at approximately $2500 per year. Approximately $650 per year <br />has been paid by the Orange- Alamance Water System, and they <br />have indicated that they will continue to participate in the <br />monitorining project. The initial figures shown for funding <br />also do not account for interest accrual on the project's <br />funds. When this interest amount is applied to project costs, <br />the funding requirement for each participant is anticipated to <br />be reduced by approximately ten percent. The actual net cost <br />to orange County is somewhat less than even the $2500 figure, <br />as the costs for the operation and maintenance of the <br />Hillsborough stream flow monitoring gauge are included in COG <br />project. Prior to the Water Quality Monitoring Project, the <br />costs for the maintenance and operation of the Hillsborough <br />gauge had historically been paid directly to the USGS by <br />Orange County. The termination of the monitoring project, or <br />Orange County's participation in it, will likely result in the <br />gauge costs reverting to the County as a necessary element of <br />the Eno River Capacity Use Agreement. The funds for Orange <br />County's participation in this project have been included in <br />the 1991 -92 Budget. <br />RECOMMENDATION(S): The Manager recommends approval of the amendments to <br />the existing Interlocal Agreement and County <br />participation in the Water Quality Monitoring Project <br />for an additional four year period. <br />
