The prot,r"am offers a means to help ell.,_all;te two of the <br />underlying reasons why car seats -:ay not be Used effectively: lack of <br />r.:nne%', and a lack of knowledge. As a se1-vice to �:lrange Count), <br />lesidents, infant car seats are sold at a 1- educed rate by the Orange <br />Coul,ty Health Depart,: ;ent. In addition, each clirnt is <br />c <br />seat instruction by a health educator. -.See Attach:nent3, "Buckle`Up <br />Baby" kink brochure). <br />The present request for funding is to augrient the existing OCHD <br />infant car seat program by adding convertible infant /toddler car <br />seats. The goals and objectives remain siz. -filar to the existing OCHD <br />program, (See Attachment 4). <br />During the past three years, the OCHD has received inquiries about <br />toddler seats at least weekly. To better assess the deed for toddler <br />car seats in Orange County, in March 1991, OCHD conducted a survey of <br />55 OCHD and WIC clients with children. The survey (Attachment 5) <br />revealed that the majority of parents do have car seats but 55% of <br />Parents interviewed would purchase a toddler seat from- the OCED if <br />toddler seats were offered. Only ti9 of parents consistently use car <br />seats for their child. <br />GOAL <br />The primary goal of the "Buckle Up Baby +" program would be to promote <br />increased proper use of car safety seats in Orange County through an <br />agency—based sales and education program featuring convertible <br />toddler /infant seats. The OCHD "Buckle Up Baby" program of infant <br />seat sales and education would continue. Both programs would be <br />combined and would be under the direction of Ms. Belinda Jones, Health <br />Educator II (see Attachment 6, OCHD organizational chart). Secondary <br />goals of the Buckle Up Baby +" program are: <br />1) To provide immediate benefit for toddlers who ride in purchased <br />seats; <br />?) To create a "safety habit" by use of car seats, thus increasing <br />the percentage of children willing to use a safety belt later in <br />life; <br />3) To increase use of safety seats by other children in the family <br />and their parents; <br />
