The applicant will <br />dedicate an additional 150 feet of right -of -way to the <br />public to extend the stub out of Twin Pines Lane. <br />Rather than rebuild the cul de sac 140 feet to the <br />west to provide access for one lot, the applicant has <br />requested that the County allow lot 45 to have a <br />driveway within the stub out (public right -of -way) to <br />access the existing cul de sac on Twin Pines Lane. <br />The County would need to graant an easement for <br />the driveway, again, with no maintenance <br />responsibility. In the event the adjacent property to <br />the west is developed, the stub out would be <br />constructed to NCDOT standards by the developer. <br />The area vacated by lot 45 will be added to the <br />existing Phase Two nitrification field at the <br />northwest corner of Twin Pines Lane and Taproot Lane. <br />An additional six acres to the west will also be <br />designated for nitrification field and buffers. This <br />area will be owned and maintained by the utility <br />company which operates the community sewage disposal <br />system. <br />The need for additional sewage treatment area is the <br />result of two factors: <br />1. The nitrification fields are all wooded. This <br />makes it difficult to efficiently use the <br />entire field for sewage treatment, since lines <br />must be installed to go around large trees. <br />and <br />2. The NC Department of Health, Environment and <br />Natural Resources adopted new buffer require- <br />ments around low pressure nitrification fields, <br />resulting in a larger gross field area <br />required. <br />Portions of the revised nitrification field have <br />been previously permitted by the NC Division of <br />Environmental Management. The engineering drawings <br />for the remainder of the treatment area have been <br />prepared and will soon be submitted to DEM for <br />review and approval. <br />Comments from the County Engineer are included in the <br />attachments. His review confirmed that the need for <br />additional field area is not unusual and that the <br />utility contractor operating the system is reputable. <br />The proposed amendment for Phase Two is in compliance <br />with the standards of Section IV -B -10 of the Subdivi- <br />sion Regulations pertaining to cluster developments. <br />The total area required for sewage disposal is limited <br />
